While the headline is technically accurate, it reveals the subtle bias of the editor:

Yes, she did. Because the Constitution plainly says Congress appropriates money for the Executive branch to spend. The federal government can not — or at least shouldn’t be able to — spend money that hasn’t been authorized by Congress.
The lawsuit was brought by the House of Representatives because the Executive branch of government — the White House — has ignored the Constitution on this matter. (Well, lots of matters, but this is the only one that was ruled on today.)
This is not a Republican thing, it’s a “when did we crown a king” thing.
