It’s Not the Machines

Let’s review.

USA Today reported in November of 2001 that its independent review of the Florida ballots concluded that the problems in Florida during the 2000 election were not caused by punch card voting machines.

The problems, such as they were, were due to confusing ballots. Better ballot design, the study concluded, would be more effective in minimizing over- and under-votes than new and different voting machines (which, the study indicated, would have error rates similar to punch card machines).
